Assistance » services at the nuclear plant of South Ukraine,
the good performance of the Suez-Tractebel / Electrabel consortium
has just been confirmed in December 2004. The consortium won an
assistance contract in the same nuclear plant for duration of an
extra three years.

by Coyne et Bellier, Deilmann-Haniel and Belgatom (leader).
Further to
the conceptual studies, the associated risk assessment , safety
analysis and cost estimates will also be performed.

Tractebel
Energy Engineering has established a qualification file for the
400-l drums used at Electrabel Doel and Tihange power plants for
conditioning radioactive waste, such as spent filters, resins, evaporator
concentrates and miscellaneous solid waste.
For our customer
Electrabel, this qualification file was necessary to pursue the
on-going conditioning of radioactive waste on its two nuclear sites
while obtaining further authorization to transfer the drums to the
Belgoprocess site and their property to ONDRAF/NIRAS, the Belgian
Agency for Radioactive Waste and Enriched Fissile Materials.

is now expected to remain in commercial operation until at least
2014
Since several
months, two of Belgatom's specialists are helping EPZ, the operator
of Borssele NPP located in the province of Zeeland, with the execution
of the plant's ten-yearly safety review, particularly as regards
the evolution in international safety regulations and practices.
This support mission is planned to run till the end of 2003.

In
January 2001, following an international call for tenders and after
having carried out the first phase of the Phare EC funded project
"Technical design for decommissioning Kozloduy NPP units 1, 2" from
January 1999 to July 2000, Belgatom was awarded a new EC funded
contract to carry out the second phase of the technical design for
decommissioning Kozloduy units 1 and 2. This contract has been carried
out with EWN and Enpro Consult under the leadership of Belgatom.
The whole project was completed in 11 months only instead of the
14 months initially foreseen in the schedule of the call for tenders.

The
decommissioning of ageing nuclear installations will be an important
challenge of the first decades of this new century. Belgatom, already
an international player in this field, did participate, as member
of a consortium led by NNC (UK), with SwedPower (Sweden) as a partner
and STEAG (Germany) as a subcontractor, to the call for tender for
the PMU (Project Management Unit) for the preparation of the decommissioning
of the Ignalina NPP. The contract was awarded to our consortium
on December 10th, 2001. The subject of this contract, amounting
to €12.5 M, and won in a highly competitive context, is the preparation
of the decommissioning of the first unit of the nuclear power plant
equipped with two RBMK reactors.

site were completed. This task, achieved within the original time
schedule, will be followed by the erection and test phases of the
functional equipment. The commissioning of the whole installation
is planned for mid 2003.

Overhaul
of Tihange 2 nuclear power station: excellent results (August 2001) |

BRUSSELS,
16 AUGUST 2001 · On 11 August 2001 at 8.15 p.m. the Tihange 2 nuclear
power plant was reconnected to the Belgian electricity grid after
having been shut down for special servicing work on 9 June.
Several months
of careful planning by teams from Electrabel and Tractebel Energy
Engineering led to this scheduled shutdown during which important
work was carried out, including:
- the replacement
of the three steam generators used to transfer heat energy from
the primary circuit to the secondary circuit;
- preventive
maintenance on equipment located inside the reactor vessel;
- the installation
of new-generation safety valves on the reactor's cooling circuit.

a new record for steam generator replacement at Tihange-2, exchanging
three generators in 17.5 days between first cut of primary
piping to reactor coolant system readiness. According to PCI Energy
Services, Westinghouse's mechanical and welding subsidiary, the
steam generator welding at Tihange-2 also took a record short time,
under eight days."

First
concrete poured for the new interim storage building for conditioned
category B (long-lived) radwaste (July 2001) |

In
June was poured the first concrete of the foundations for building 155
at the Belgoprocess site in Dessel. This building, with a floor
area of 3400 m², is intended for the interim storage of conditioned
category B (long-lived) radwaste. It is designed to resist an earthquake
and an external explosion, and its useful life is some 100 years.
Belgatom was
appointed Architect-Engineer for this project by ONDRAF/NIRAS (Belgian
Radwaste Administration in charge of the radwaste management in
Belgium) in August 1999. Tractebel Energy Engineering is in charge
of the civil works and HVAC parts of the project, and provides also
the expertise for the handling aspects. The construction budget
is EUR 7.2m

Electrabel
completed the first stage of the property transfer to the State Agency
ONDRAF/NIRAS of its nuclear waste conditioned on the Tihange site
during the period 1981-1991 (July 2001) |

Electrabel
entrusted Tractebel Energy Engineering with the task of drawing
up process sheets for the radwaste conditioned on the Tihange site
between 1981 and 1991. These process sheets describe to the best
possible extent all the types and contents of conditioned waste
drums, as well as the related treatment and conditioning installations.
Since 22.11.91
the treatment and conditioning facilities for all nuclear waste
produced in Belgium must, by law, be qualified by ONDRAF/NIRAS,
the Belgian Agency for Radioactive Waste and Enriched Fissile Materials.
This legal requirement does not apply to radwaste conditioned before
the Royal Decree came into force. Nevertheless, Electrabel, the
Belgian utility, agreed to provide ONDRAF/NIRAS with process sheets
in order to ensure the further safe management of the radwaste conditioned
at its nuclear power plants before 22.11.91.

Tractebel
Energy Engineering upgrades Doel 1/2 NPP to allow direct transfer
of spent fuel to storage building (April 2001) |

In
early 2000 a project was launched consisting of adapting the installations
of Doel 1/2 NPP to allow the receiving, handling and loading of
a TN24SH-container and its direct transfer to the container storage
building (SCG). The decision to go ahead was based on the results
of a study performed by Tractebel Energy Engineering confirming
the feasibility of the installations upgrade.
Previously,
due to the limited existing capacity of the handling equipment in
the fuel building of Doel 1/2 NPP, the spent fuel was first transported
to Doel 4 in a low capacity container where it was then loaded in
the high capacity TN24SHcontainer (37 spent fuel elements) before
being transferred to the SCG-building.
Direct transfer
from Doel 1/2 NPP to the SCG-building saves a lot of labour on site
(transfers between units) and thus costs. It also avoids using part
of the Doel 4 spent fuel storage capacity during transfer.

The
preparation of the decommissioning of units 1&2 of Kozloduy NPP
speeds up.
After having carried out the first
phase of the Phare EC funded project "Technical design for decommissioning
Kozloduy NPP units 1, 2" from January 1999 to July 2000,
Belgatom (leader) and its partner EWN have been awarded the second
phase of the project in December 2000. The subcontractors are
ENPRO Consult, a Bulgarian engineering company and SCK·CEN, the
Belgian nuclear research centre.

the course of 2000 Tractebel Energy Engineering studied and designed
the fire protection systems for seven naphtha tanks with a capacity
of 50,000 m³ each. The mission included the drafting of the detailed
specification for the fire protection of these tanks, comprising
mainly the description and sizing of the foam generators, the electronic
cards for the interface, the data transmission exchange.

experience in the field of safety reassessment of NPPs. All 7 Belgian
units have already been subject to such a process carried out each
10-years of operation. TEE approach is pragmatic, cost-effective,
global and integrated.
At the end of
2000, a new important milestone has been achieved in the "Doel 1/2
second ten-yearly Safety Reassessment" project: the revision of
the Synthetic Report has been presented to the competent authorities.

carried out for Kozloduy NPP, a Bulgarian utility, just came to
an end in July 2000. Belgatom was the leader for this project financed
by a Phare contract of the European Commission, with EWN and Energoproekt
as subcontractors. It consisted of the four following tasks :
- planning
of activities and cost scheduling of the safe enclosure preparation
and operation phases;
- radiological
characterization of the equipment by means of a database;
- decontamination
of the equipment, and final configuration of circuits;
- list and
content of the documents needed for the licensing and operation
of the safe enclosure ...

perform startup physics tests as efficiently as possible, by providing
analysis and reporting tools as well as a unique experience in the
field. An expert team has been trained for that purpose. We have
also developed a digital reactivity meter (NURAM) to acquire measurements,
and analysis software to process data, up to the final report, and
predict maneuvers during the tests....

A
new Belgatom success story in Central Europe countries : Phare project
SRR3/95 (May 2000) |

In the frame of its Nuclear Safety programs, the European Commission
launched in 1997 the Phare SRR3/95 project aimed at the improvement
of the basis of the thermalhydraulic analyses required for the safety
assessment of VVER reactors (Experimental and Calculational Investigation
of System Behaviour during Accident and Accident Management in VVER
Reactors).
The project has been awarded to a Consortium formed by Framatome,
Siemens and Belgatom, the latter acting as project leader. The Counterpart
Team Leader representing the Beneficiaries (the Safety Authorities
from Hungary, Czech Republic, Slovak Republic and Bulgary) was KFKI
Atomic Energy Research Institute, Hungary.
The project has been successfully achieved with KFKI, VUJE, EGP, NRI
and EREC acting as subcontractors to Belgatom; and, Konstandin & Partner,
CEA, FZR and Comset as material suppliers to improve the Hungarian
PMK-2 test facility...

Successful
first return to the country of vitrified high-activity waste in the
B136 Building, specially designed by Belgatom (May 2000) |

Belgium recently organised the first return to the country of vitrified
high-activity waste produced as a result of the reprocessing in
France of spent fuel originating from Belgium's nuclear power stations.
Under the existing agreement, several more shipments will take place
in the coming years, until all the packages of this type of waste
are transferred to the interim storage facility which Belgatom specially
designed for ONDRAF/NIRAS, the national organisation responsible
for radwaste management.
Each shipment is made in a special container, the TN28 VT, which
can hold 28 vitrified waste packages.
One such package (or canister as also called) releases heat equivalent
to 1500 Watt, and generates a contact radiation equivalent to some
400 Sievert...

Besides the analysis of safety cases, Belgatom has been assigned for
the design of the Tokamak Cooling Water Systems, of the associated
auxiliary systems and of the Heat Removal Systems for the International
Thermonuclear Experimental Reactor (ITER).
This assignment was possible due to the past experience acquired by
Belgatom in the field of the design of nuclear Pressurized Water Reactor
auxiliaries and cooling systems. .
