The Consortium
consisting of National Nuclear Corporation Limited (NNC), Swedpower
International A.B. and Belgatom S.A., led and managed by NNC and
supported by STEAG encotec GmbH , has been awarded an extension
of its contract with the Ignalina Nuclear Power Plant (INPP) for
Consultant Services for the Ignalina NPP Decommissioning Support
Project – Phase 2.
While the intent for Phase 2 is a three year period (2005-2007),
only the first year is currently funded.
For the record,
same Consortium was awarded in December 2001 after competitive tendering,
a contract to perform Consultancy services for the establishment
of the Project Management Unit (PMU) for the provision of management
and engineering services for the implementation of decommissioning
support activities, later called Phase 1.
During the Phase
1 of the Project the PMU successfully :
- evaluated
contractors’ tenders and awarded contracts for defined projects;
- provided
Project Management support, assistance and expertise to manage
the implementation of contracts awarded during the project;
- provided
a final strategic decommissioning plan called FDP covering the
dismantling strategy, the decommissioning costs, outlining the
methods and techniques, quantifying the wastes produced, describing
the organization and needed resources as well as its Environmental
Impact Assessment Programme;
- provided
a Decommissioning Project called DP covering the defueling period
of Unit 1 and 2 as well as a Decommissioning Safety Analysis Report
and a Decommissioning Environmental Impact Assessment Report;
- assisted
INPP with the development and training of their staff in the PMU;
- established
procedures to control the current and future PMU activities and
decommissioning support work;
- prepared
technical, QA, commercial and procurement documents for defined
projects.
The subjects
of this Decommissioning Support Project – Phase 2 are:
- to establish
and operate a Project Management Unit (PMU) in order to provide
seamless and non-disruptive management and engineering services
with increasing efficiency for the timely and most cost- effective
implementation of the Ignalina International Decommissioning Support
Fund (IIDSF) -financed and/or co-financed Ignalina Unit 1 and
2 decommissioning support activities within budget and time schedule,
to the appropriate safety standards and to meet the licensing
requirements of VATESI and other relevant Lithuanian regulatory
authorities;
- to systematically
develop a substantiated INPP decommissioning support project pipeline
with particular emphasis on the period 2007-2013 in accordance
with an approved Final Decommissioning Plan;
- to implement,
for the PMU, an integrated approach to the complex decommissioning
process so that engineering and design, investments and licensing
issues are optimised and a comprehensive approach to the entire
radioactive waste management process at INPP is ensured.
Objectives
of the project shall include the introduction of best international
practices in the field of decommissioning of nuclear facilities
and management of radioactive wastes; the introduction of modern
project management and engineering methodology and techniques at
INPP, including procurement, contract management, scheduling, accounting,
and reporting methods; and the development of the INPP-Decommissioning
Services (DS) with particular focus on:
- Client staff
development and training (both abroad and on-the job) to facilitate
greater ownership of and responsibility for the decommissioning
management by Client staff and Client Personnel; and
- the gradual
development of appropriate INPP-DS organisational structures in
accordance with internationally recognised good practices and
with due consideration to the specific situation at INPP.
This phase 2
project includes a proposed organisation structure based on the
following principles:
- The decommissioning
and waste management of INPP will be the responsibility of the
Decommissioning Services organisation (DS).
- Within this
overall organisation, the PMU comprises staff from both INPP and
the Consortium.
- This PMU
is also supported by staff from the Consortium Home Offices, as
appropriate. The Consortium and their staff within the PMU are
referred to as the Consultant.
On December
31, 2004, Unit 1 of Ignalina NPP was shutdown (RBMK reactor , 1200
MWe) as planned according to the EU access negotiations.
