In January 2001, following an international call for tenders and after having carried out the first phase of the Phare EC funded project "Technical design for decommissioning Kozloduy NPP units 1, 2" from January 1999 to July 2000, Belgatom was awarded a new EC funded contract to carry out the second phase of the technical design for decommissioning Kozloduy units 1 and 2. This contract has been carried out with EWN and Enpro Consult under the leadership of Belgatom. The whole project was completed in 11 months only instead of the 14 months initially foreseen in the schedule of the call for tenders.

The objectives of the project were to prepare the detailed and "ready for implementation" design documents enabling Kozloduy NPP to immediately proceed with the on-site activities pertaining to the:

  • Reactor post-shutdown phase;
  • Safe enclosure preparation (5 years after the reactor final shutdown);
  • Safe enclosure operation (35 years after the completion of the safe enclosure preparation).

After a thorough review of the project report, by mid December 2001, the representative of the customer, Kozloduy Executive Director, Iordan Kostadinov wrote: "We would like to communicate you that the contractor has accomplished his duties as per the Terms of Reference. The final report has been approved and we fully support the execution of the final payment".
